The first consequences of amendments to Public Procurement Law

On 19th October 2014 amendments of the Public Procurement Law came into force. One of the main changes enables the contracting authority to require from contractors and subcontractors that the tender will be performed by workers who will be employed on the basis of employment contract. This relates to workers performing works and services.

Experts consider the introduced amendment as a success. After several months it is easy to notice that the lowest price criterion is not longer dominant. This is a result of the abovementioned amendment which enforces contractors and subcontractors to provide workers with such financial conditions  that do not infringe their rights.
